CHP says the driver drifted onto the shoulder and tried to correct by turning to the left. Her vehicle began to slide to the left, so she turned the wheel to the right again and them struck another vehicle.
The 19-year-old girl driving and a 14-year-old passenger were both pronounced dead on the scene.
Two people in the car that was struck suffered only minor injuries.
Police are trying to determine of drugs or alcohol played a role in the crash and are awaiting the results of a toxicology test.
